So if you had a lure with three trebles you would have to remove one treble? That would suck. I think you are reading the law wrong; it doesn't make any sense.
At least in NY you get to use up to 15 hook points per rod- lets you run a stick or plug with a cheater if you want. And it makes sense. I wish Vermont would follow suit.
I went fishing Feb 4th- trolling on Lake Champlain for salmon. Hope to get out Saturday AM this week
On Feb 4th only a few salmon obliged but quite a few lake trout decided to visit the boat. I can fish six or seven rods easy on my 14'-er. If the 3-rod rule applied to Champlain it would let me use the second rigger and still keep my leadcore and flatlines out!
