"3 rod rule" passed into law _ NYS

The governor finally signed the bill allowing freshwater fishermen in New York State to fish with 3 lines per person, effective immediately. (17 Aug 2011) This is in effect until Dec 2013 as a "trial period." The old law only allowed two lines per angler.

Pennsylvania has also changed their regulation and will be allowing 3 rods starting January 1, 2012.

NYS stocks 1.5 million salmonoids in Lake Ontario every year. It's a put & take fishery as they only live 3-4 yrs. This will give the recreational lake guys, especially the small crews a little more potential to locate the fish. It's a big deep lake & those fish scatter throughout the water column. It doesn't mean they'll catch them, it means it'll help them locate active fish. Daily creel limits remain unchanged.

Finally a stimulus package that doesn't cost the taxpayer anything!

Dang! It must really suck to fish in NY and Penn. eh?;)

Down here in 'Bama I troll with 8 rods and could use 100 if I wanted to... but I haven't caught a Salmon... yet.:D

We have 2 lakes down here that have a 3 rod limit and you should hear all the screeching, whining, and crying about it that some of the fishermen do, they just don't know how good we have it.

Glad to hear that abut NY. Of course PA can't think on their own.

It's about time the PA game commission does something for the sportsman. Historically they are JERKS and can't run the program worth a dang. They have effectively run the game and the game hunters out of the state in favor of land developers and ignorant, selfish, land owners. I have a lifetime sportsman license for NY. I fish and hunt there whenever possible. They have a much healthier game population due to the combined efforts and cooperation of the sportsman and the state. NY actually listens. Heck, NY even pays landowners to allow public access to lakes.

Sorry about the rant just a frustrated PA sportsman.

I am sure you realize that the Pennsyvania Game Commission has nothing to do with fishing regulations. The Pennsylvania Fish and Boat Commission is the one that makes fishing and boating regulations and is responsible for the conservation of our aquatic resources.

My complaining covers both entities.

We have a public boat launch down here on the Delaware river, one of very few accesses, we can't use when the soccer stadium is in use. They close it off for some reason only they care to justify almost every weekend.

NY has Environmental Conservation laws set by the legislature and EC enforcement & policies set by the NYS Dept of Environmental Conservation. # of lines is dictated by the legislature, other regs set by the NYSDEC.

I have to hand it to the DEC as one agency that has has really helped the sportsman. The Lake unit does a tremendous amount of research into Lake Ontario fishery & are willing to share it with the stakeholders. They went after a chemical company on the Niagara river a few yrs back & put a big chunk of the fine money into the lake. i.e launches, fish stocking trailer, hatchery equip etc.

I'm curious to see if Canada follows suit, if not there's going to be some mighty upset Hosers with the Yankees "stealing" all of the Salmon out of Lake O.

Tom,
While I appreciate the fact that two guys can now run six rods - and that is a significant step up from four - we had four guys on our boat last week and the most we ran was eight rods and only had six in the water much of the time. We could not have handled twelve. See our report on the LOU site:

G-Dad - As you know from following the LOU threads, the real benefit to the "3 rod rule" is for the soloist, the 2 and possibly the 3 man crew. It allows them to cover a much greater portion of the water column. From years of talking to guys than have large crews and run "a ga-zillion" rods, it's usually only two or three rods that really fire & the crew members usually take turns on the hot rod. For most of the season, we hear a lot: "It was a rigg'r day" or "It was a dipsey day" or "it was a lead core day." The rest of the rods just were dead. This law will allow guys to experiment more & hopefully increase the potential for the "little guys" to locate active fish.

Congrats - You had a pretty good day out there.

I certainly do understand. If it were just two of us I would be begging to run 6 rods. With four of us 6 rods are often enough. Since we travel almost 400 mi, it only makes sense for us to get a larger group together to share expenses. We had four great days. We also had a couple of good teachers in Rick Hajecki and Bill Ruth.

Always been that way here in Indiana, we can run 3 rods with 2 hooks each, which I always do, 90% of the fish I catch are on the trailer hook.

only two rods here, but that's fine by me. If a trout stocked lake here allowed three rods the group of 15 Asian dudes fishing in the back end would have 45 lines out and the trout would be gone in a few days. They still disappear in a week with 2 rods. I wish I could use two rods out on the river. One set up for bigger "keeper" size fish and one set to catch little shakers just to keep me busy while I wait for a big bite, lol. 3 rods per person sounds like a lot, but if it fits the fishing situation in the area, cool.

Try living up here in Maine where all Canadian bordering lakes there is a one rod per angler law. I fish a lake 22 miles long and 4 miles wide and it is hard finding and patterning landlack salmon with one rod. Have to drag the wife and kids out just to get more lines in the water.

Load the boat with crash test dummies.

In theory yes, in reality not so much. We're not limited in anyway yet 10% of the guys still catch 90% of the fish. The problem is that guys increase the number of rods to the detroment of learning how to catch fish in the first palce. Skill will outfish luck everyday of the week, Saturday and Sunday too.

I can't disagree that 10% catch 90% but I'll add that those 10% are able to spend a lot more time on the water than the 90%, Hence have better knowledge of where they are.

If you are paying attention having more lines out will help you to become a 10%'er. What I mean is you might learn what depth/temp the fish are at for example and add that to the old memory bank.

In fishing there is knowledge and there is experience. Ever time I fish a new body of water I am reminded of how much I rely on my experience to know where the fish are. I'll waste 1/2 a trip on new water just trying to find the fish. I'm talking bass here but I'd bet this translates to salmonoids.

Yes I agree with the 10% vs 90%. I am well known for being one of the guys that always gets fish but I do like getting out on the lake by myself quite often just to get away from the world for awhile and it would be great if I could use a second line.
