That's a good indication that the engine is flooded. Clean them then dry them off with brakekleen or ether. then reinstall them and try it now that you got your choke adjusted.
You know when everything is getting spark when it should when the engine is properly timed AND the plug wires are hooked up correctly.
Well that would certainly be a deal killer.....however, to be sure it is the wires, move that one wire to a different cylinder on the distributor cap to make sure it will spark a plug from there. That would fairly well confirm your theory.
