25hp Won't Pee On Muffs

My 1995 Rude 25 hp will not pee on muffs but pees fine when the lower unit is submerged. Is this a sign that I need a new impeller?

Providing you have the muff on the right spot. Last week I put the muffs on wrong, the side with the hose attached was on the side opposite the water intake DUH! I think if you have a good stream your impeller is fine.

My 35 doesn't like to pee when on the muffs but put it in the water and it pees like a champ. I don't think you have anything to worry about.

What sucks though, is that I can't run it in the yard, because it never picks up the water. After I bought it I put a new impeller in it, about 3 years ago. It worked fine on the muffs then, but now....
Maybe I'll try a different set of muffs and clamp them on, for a tighter fit.

The OMC manual says to put duct tape on the 1/8 inch holes that are just below the cavitation plate on both sides. This keeps water from draining out of the leg while on muffs.
