25hp Evinrude Etec Won't Throttle-Up

Is it common for this outboard to need the carburetor cleaned or rebuilt? I bought this used 2013 model E25DRSLABA. The owner said he hadn't used it in a couple of years and thought that there might be bad gas in it. It starts and idles just fine, but won't throttle up; just sputters when you give it gas. I changed the spark plugs and fuel filter, but it didn't help. Any suggestions?

no carbs in ETECs ... fuel injected engines. if it won't throttle up, you need to find out why using EV diagnostic software to check fault codes..( a necessity for these complex machines) EMM surveillance does see SEE everything that can be wrong but it tells you what is OK !! Sensors do not see bad gas, plugged filters, mechanically failed injectors, poor venting, etc... which are basic chcks to do

it can be simple things. WHat has been done to check misc stuff like filters in the lift pump, VST return filter injector filter. sticky neutrl satefty switch etc...

Agreed , no carburetor.-----A high tec motor that requires dealer support at $125 / hr.----Hope you can find one near you.

Yes beautiful 2 strokes but the small ones are even more finicky.

Lots to learn for sure.

couple type errors.. :-( above ....

EMM surveillance does NOT see everything that can be wrong but it tells you what is OK by not flagging problems !!

Multiple sensors can pick up things like electrical parameters exceeded or siimply out of specs like shorted or open injectors, coils, incorrect throttle posittion, overheating, low voltages high voltages, low oil , no oil etc... see manual for list of trouble codes.

....Sensors can not see bad gas, low fuel pressure, plugged filters, mechanically failed injectors, poor venting, etc... which are basic checks to do.

The EMM protects the engine by limiting rpms... the EMM enters SAFE mode when some conditions can damage the engine. Some conditions can be cleared by acting on them like adding oil, changing impellers etc...
but some severe codes (Shut down mode) will require EV Diagnostics running on a Windows PC to reset them. (see pages 57-58 in the manual)
S.A.F.E. WARNING SYSTEM The S.A.F.E. (Speed Adjusting Failsafe Electron ics) warning system alerts the operator and pro tects against engine damage from the following abnormal conditions:
Code 17 Alternator 55 V below expected range
Code 18 Alternator 55 V above expected range
Code 25 EMM temperature above expected range
Code 34 Oil injector open circuit Code
40 Engine overheat low speed
Code 43 Cylinder head temperature above expected range Code 117 Critical LOW OIL Detected Code 120 LOW OIL switch open circuit detected Activation When one of these conditions occurs, the EMM interrupts fuel injector and ignition operation, reducing engine speed to 1200 RPM. The warning horn sounds and an Engine Monitor message dis plays. When S.A.F.E. is active, the engine will run normally below 1200 RPM. Above 1200 RPM, the engine will shake excessively.
Recovery The engine will operate in S.A.F.E. as long as the fault condition exists.
To recover normal operation, two conditions must be met: • Sensor or switch readings must be back within limits • The EMM must be reset—stop and restart
