My friend is thinking about putting a 30 hp 4stroke on a boat rated for a 25hp would he be breaking any laws? He would put a 25 four stroke on it and tweak it up to a 30 but he found a deal on a 30.
for what it's worth, I had a Johnson 30 hp 2-stroke on my old 1448, which was rated for 25. The power seemed about perfect, but as JB says, I'd check out how much difference there is in weight between the 25 and 30, both 2 stroke and 4 stroke. My boat was a Lowe 1448M, and set up for a short shaft motor. I would feel much safer if the transom was 20" instead of 15".
