I ended up getting the steering freed up and completely lubricated in the simplest of ways.
I unhooked the steering arm (?) from the end of the teleflex cable that goes thru tilt tube. Got a plastic hose that fit over part where cable ram (?) goes in and out when you turn steering wheel. Hose clamped it on, filled with oil to lube. Connected the end to a bicycle pump and got pressure up to about 60psi. Then occasionally turned wheel back and forth. After about 30 minutes, you could hear the lube break thru the end of the cable under the dash. Rag down to catch drippings. Back and forth a bit more. Took of contraption, hooked her back up, turns with one finger. Took longer to gather the supplies than do the job. Lemme know if you wamt detailed pictures.
