2007 Merc 4.3MPI slow initial cranking

I've been trouble shooting this problem for a while now.
The engine is slow to crank at first and then builds up to a some-what normal speed.
I cleaned all connections (that I can find) and applied dielectric grease. Replaced both solenoids (corroded), still slow to crank at first.
I bypassed all and hooked up the starter up directly to the battery with jumper cables. Still a slow first crank.
I removed the starter (not fun), cleaned and inspected the armature and brushes, connections and tried it again, same slow first crank.
I took the starter to two different auto stores and had them test it. All the numbers checked out good, all within the nominal range for a 2007, chev 4.3 engine. That's the only info they had to go with for testing.
Both batteries are four-month-old Interstate batteries, 600 cca deep cycle and both are on a tender and fully charged.
I should mention, once the engine is running it sounds good, nothing unusual and warms up as it should.
I'm at a loss at what to check next.

A few things, check to make sure all cable connections are shiny and tight, and made from copper not steel as in auto cables.Next check the neg connection at the block. 2 things are needed for electrical components a pos and a neg

Cables can corrode under the insulation and if you don't peel it back you'll never know, unless you can measure the resistance of the cable.

Sure fits a CORRODED cable or connection.
Use a set of car battery jumpers to eliminate all cable and connector corrosion that is not visible.

I've taken my time, made sure all connections were clean. Test the resistance of the jumper cables and the grounding stud to the starter bolt holes. All were good.

Checked resistance on the cables this morning, basically no resistance . . . just based on the accuracy of my meter.

I tried the jumper cables yesterday and tested the cables for resistance this morning. Everything checks out good.

Ever checked the plugs for water intrusion from the water cooled exhaust?
The only time I had starting troubles with my 4.3 was when the head gaskets started leaking and I had a bit of water in 2 cyls.

Did you remove completely both battery post clamps ? look at the inside surfaces ? the battery post surfaces ? all 4 are clean and shiny ? did you buy and use a battery connector and post special shaped tool ? It has special strands of bristles to clean surfaces when turned.

One the starboard side, yes. The exhaust manifold is off right now so I pulled them, I was kind of surprised at how good the plugs looked. Will check gaps and reinstall.

I have been using the studs on the battery but I have not checked the studs to the post. Years ago I had a battery where the stud was showing full charge and the post was showing 9V. kind of hard to believe the studs could be bad but not impossible. Thanks

I don’t use the studs; I installed marine grade battery clamps on the terminals of the cables; this allows you to use the large terminals on the battery….
