Does this have tilt piston or pistons on it? If you have to hand raise the engine then you have a cam lock on the shifter shaft. It may have cracked or broken. This would cause a binding at the shift shaft in the LU preventing the shaft from being moved. If you shift back and forth it "may come free" and shift for a time or two then get stuck again. If that is the case the LU must be lowered a to remove the old cam lock and a new one must be installed to keep your engine from rasing in reverse. Try diconnecting the shift cable from the engine and then move the shifter bracket and see if it works by hand shifting it to disprove the above as the culprit
