2003 90 evinrude,when first started motor performs as it should until you shut down to fish or relax,when restarted it starts normally but when put in gear and throttle is applied it stalls and if you bring it to nuetral before it stalls it will idle fine and when put back in gear it will idle but stalls again when throttle is applied. After many tries it will finally get on plane and run normally from idle to WOT, it only does this after running then shut down. Is it flooding? thats how it acts when throttle is applied?
