2003 4.3L Mercruiser Tachometer not working?

I have a 2002 4.3 with a similar problem. The tach tracks engine speed fine up to 2500 rpm and tops out there as the boat continues to accelerate.
What's more likely: tach or sender? (I'd like to try one at a time)
How do you change the sender?

It's the tach..Put a new one in....
