2001 volvo penta sx 3.0 issues

I have had multiple mechanics look into this issue but none can tell me what it might be. The boat runs fine at idle but when you run it up to full speed it start running slower and slower and the rpms come down if I bring it down to idle it smooths out and will do that all over again. Top RPM that it get to before doing this is 3600. I have just replaced the head manifold and riser with new because it was blowing head gaskets before. Any help would be appreciated could it be the carb or does it sound like something in the lower unit? The lower unit seems fine but I change the gear lube just to be safe.

It sure sounds like a fuel delivery problem.

Start at the fuel tank and check the fuel pick-up screen, anti-siphon valve, filter, fuel pump, associated hoses and lines and carb .........In that order!

Go to the link above and do the tests to check out your fuel system. You can LOOK at things all day long and not see the problem because it's not visible. But do the test and you can track down the problem easily because you will know what to look for instead of looking.
Many times it's as simple as a loose hose clamp allowing air in the fuel supply system.
