Ok.
I doubt you will find a diagram of the boat, showing any specifics related to the steering cable.
You will need to access the steering unit behind the dash to disconnect the cable.
Also disconnect from the linkage in the motor well.
Then, with the cable disconnected, test the helm to make sure it turns freely.
Test the linkage at the other end also, to make sure it moves freely.
If they both move freely, then check the cable.
If the cable is bad, determine type and length. Order a new one. Will likely cost $160-$225.
You will need to leave the old cable in the boat, and use it to pull the new cable through the hull.
It is not overly difficult, but there are plenty of opportunities to screw it up.
Similar to changing your brakes, only greasier and not so straight forward.
In my opinion, this is a job that I would rather pay someone to do.
