2000 4 stroke Merc 40hp won't hold trim

Did my shake down cruise yesterday and discovered that the motor won't hold trim with any more than about 1200 rpm on it. It does fine on the trailer (will hold its own weight), but once in the water with any degree of power, its a no go.

Was trying to battle a headwind through the shallows yesterday and to add enough power to make forward progress, the motor would fall down and bottom out. Had to keep trimming up, but even the motor had a hard time overpowering the thrust.

If on the trailer, now that I know about it, I can give the lower unit a good push and force the motor trim back down, sort of like lowered a car jack.

There doesn't appear to be any fluid leaking out anywhere. Thoughts?

Ayuh,.... My guess is either the pump's valving is leakin' by, or the trim ram seals are leakin' by...
