1999 Grady-White 27' Sailfish - Hull Issue ???

A just got done with a survey of a 1999 Gradywhite 27' sailfish. On the bottom of the hull there are two very tiny small cracks in the gel coat which appear to be holding water PLUS a the point where the port and starboard side of the hulls meet (the line down the middle) there is about 2' of exposed fiberglass. The boat is rack stored, as a visual, it looks like, when placing the boat onto the rack they scraped the bottom. The Surveyor and the Boatyard tells me this is nothing to be concerned with some sanding, expoy and new gel coat will solve the problem. There do not appear to be any structural issues otherwise the boat is in great shape.

Any help would be greatly appreciated.
