1998 9.9 Mercury 2 Stroke Running Problem

So a few months back I traded for this motor and I can not seem to get it running. I quit working for probably the whole month of June because I was getting no where. I started back at it again yesterday and it would run but only when I had it full throttle and pulling the cord. If I tried it in the neutral/start it would never turn over. If I held it wide open and pulled it would run for about 20 seconds to a minute and then die. I’ve been stumped I have replaced spark plugs, spark plug wires, solenoid and a fuel filter. Spark test to make sure its jumping specified gap for your motor.
Then look into fuel. It sounds like the idle circuit in the carburetor may need to be cleaned and or rebuilt. If tank is vented make sure vent isnt clogged with pressure test. Also make sure air/fuel mixture screw is at the right setting.
