1997 Johnson 115: simple carb question

Non VRO, not oil injected:
Took the carbs off and cleaned them.....was shocked to find NO ADJUSTMENTS on the carbs at all. Can someone elaborate on this, on how they sync themselves and what changed the mixures?

They have fixed, air mixture jets. No adjustable needle valves.

The only thing that is adjustable on your carbs is the float levels.
