1996 VP 5.7L TBI Base timing value.

Hi,
I need to check my base timing on my 5.7L TBI
- ECM 1
- Delco EST ignition system (distributor and coil).
- I have a scan tool to plug into Data Link to get base timing mode.

The question I have is :
From the base timing procedure, it says, go to 1000 RPM, select base timing mode and adjust the timing to the "appropriate timing value".
What is that value? is it 8btc or is it 0?

I have read a lot of posts and it seems that ppl have different answers.
