1996 merc 40hp runs hot

my 40hp 4cyl. motor seems to run warmer than it should. the water coming out is very hot and the engine is hot to the touch. I cant find a thermostat on it. any help would be great.

puller the lower unit and chacked the water pump impeller. It was missing a piece of the impeller and it was dryrot. atleast the housing looked good.
