1996 marineer 175 efi at low speed chugging

At low speed it chugs. At first, I thought it was slipping in the trans but it is not. At idle and anything higher than low, it is fine. It might be smoking a little more than it should at idle. Where should i start?

The basics 1st... compression, spark and fuel.

Compression is at 100-105 at each cylinder (not quite running temp), good spark, good fuel. What is next? Is that low for compression?

I am used to seeing compression near 120 in other motors is this where I should be for this one?

Check fuel pump diaphram leaking into pulse hole.
