1996 johnson 15hp thermostat

Picked up a few late 90s and early 2000s johnson 15s where is the darn thermostat at on these. I pulled a cover that i assumed would have been it. But neither engine had one in there.

Some people pull them out and run it that way, not good, but they do it.

Cause it to carbon up and run kinda poor right?

So would the cover with three bolts at top front of cylinder head be the housing for it?
