1996 40 hp Mercury 4 cyl

I have a 1996 40 h.p. Mercury 4 cylinder 2 stroke boat motor. The serial # is 0G290999. My problem is that it has a primer button instead of a choke and when I bought it the person before me unhooked it. I tried getting a fuel source to the primer so it could send gas to the carburetors but the primer button only pumps out of both fittings. Is this primer working properly or is air the only thing that goes through to the carbs?

Do you have a manual start or electric start and is it tiller or remote steering?

If the primer you are referring to is the bulb type and not an enricher, it takes fuel from the base of the carb bowl and sends it to the manifold. Set up correctly, you should be able to remove the hose from the manifold, pump the primer bulb and have fuel exit the removed hose.
