1996 25hp Evinrude issues

Hey guys, I was on the river 2 weeks ago when my motor decided to act up. It started to sputter when in idle. When in idle it backfired and shut off. The tiller handle (throttle) is now stuck and won't move either way. When I try to start the motor it will try and start but never fire off and run. I pulled the plugs and they looked a little burnt so I replaced them and still won't fire off. Any ideas on where to start? Thanks for any ideas!!

Start at the very top; Compression test/spark test/fuel system check. You need to know what you've got and there's no better place to begin. Having said that, when you say the throttle is stuck, explain a little more about what happened there? What about a kill switch key? Is it still in place properly?

I plan on doing what you mentioned this Saturday when I have a good bit of time to work on it. The kill switch key is in place and the kill switch is still in place. I already ordered and just recieved a new kill switch, carb rebuild kit and picked up a compression tester today. The throttle is literally stuck or froze and it happened after is backfired and stopped. I can't move the throttle (tiller) handle in either direction. The prop turns, I can manually turn the wheel and she turns fine when I push my electric start and will spit water but not fire. Thanks for the reply and input!!
