The flat lever operates the throttles for start and warm up. You will not be able to shift into gear if this lever is not fully down.
The knob screw on the front is a friction screw which is adjusted to prevent the throttle from vibrating back and slowing the motor down when cruising.
The choke is operated when the ignition is on and the key is pushed in. Releasing the key shuts off the choke. Hold the key in when starting until the motor fires and then release. If the motor starts to fade push the key in again until the motor runs evenly. Common practice to just pulse the key to keep the motor running until it runs steadily.
You will need to use the flat lever to open the throttles on a cold start. Be ready to back the lever down to avoid over revving when the motor catches.
