1993 Merc 40 HP Won't Start

I notice that the choke butterflies don't open fully. Is this a cable adjustment problem? I move the throttle arm through its full range of motion and they still don't open. This is the four cylinder model, cylinders stacked one on top of the other. The motor sat in storage for a season before I picked it up. What throttle setting should I use for starting? Also, there are two switches on the throttle and shifter control unit, one switch right above the other? Why two switches. Last question: There is no choke, only a primer button. How many pushes on the button, and should I be seeing air in the primer lines? The air seems to work out of the lines after several vigoruous pushes.

That engine uses an enrichment system with the electric start models, in lieu of a choke. The shutter adjustments are in the Synchronization section of the manual.

Do you have the s/n and model number of your engine and I will get you the service manual and parts listing if you do not have them.

Do you know which model of control box (throttle/shifter) you are using?
