1993 Johnson 70hp in slow mode ?

Following a rebore and 3 new pistons caused I think by a blocked jet melting the middle piston I am having trouble getting the motor running properly.
The carbs are clean and well balanced, plugs new, vro still connected but running 50-1 fuel as well for break-in.
motor starts and runs smooth with good power right up to 2000 or so rpm (no tacho fitted so just a guess) but will not run faster. More throttle starts to choke it up. Advance is connected and seems to be working ok. Pumping water and not overheating. Pumping fuel bulb has no effect.
I have disconnected the vro wires, the temp sensor wire on the head and the wires to the oil tank but it is still the same. (following the advice posted here I was going to remove the vro anyway)
Any help and advice would be greatly appreciated

Did you perform a synch and link adjustment?

The manual describes the procedure.

Do compression check. Then get timing light to check that all cylinders are firing. Also put timing light on flywheel to make sure timing is advancing with increased throttle. If all of this is OK then you have a fuel problem.
