It needs bleeding, heres how.
Have someone hold the UP button as you lift the leg and lock in the up position, if that doesn't work for you..
On the port side mounting bracket theres usually a hole, look in there and see a stainless screw, thats the manual release screw.
You might have to whack it with an impact screwdriver or use vicegrips on a big flat blade screwdriver to crack it loose. Just give it a couple of turns out.
After its locked in the up position, add fluid and lower the leg.
Cycle it a couple of times by hand up and down , refill reservoir then lock the release screw and give it a try. Make sure the release screw is locked in there good and tight or it won't work.
You can lift the leg by hand, I did my 150 myself, the resistance felt isn't weight, its the hydrolic fluid starting to flow through the small orifice in the release valve, once you get it moving keep it moving.
