1992 Evinrude 70hp outboard

Howdy,
This Is My First Post So Here Goes. I Just Bought A 15ft 1992 Avon Rib With A 1992 70hp Evinrude. The Seller Made A Point Of Giving Me A Receipt For Repairs That He Had Just Made On The Engine To Substantiate His Asking Price. It Was A Pretty Decent Deal So I Wasn't Too Worried. However, I Took It Out And It Ran Ok But It Seemed To Cavitate And I Was Only Able To Reach About 19mph. I Discussed The Boats Performance With My Buddy And He Seemed To Think That The Engine Ran Pretty Quite For A 2-stroke And I Noticed That The Engine Didn't Really Seem To Open Up And When I Pushed The Throtle All The Way Forward The Mph Actually Slowed. I Checked The Receipt And It Shows That A Power Pack And Roller Sleave Was Replaced. I Called The Shop Listed On The Receipt And Spoke With The Technician That Worked On The Boat And He Said That They Did Only The Basic Work Just To Get The Engine Running And That The Previous Owner Didn't Want To Put Any Addition Work Into It. He Mentioned That The Engine Was Solid But It Seemed To Have Some Upper Rpm Issues And There Could Be A Problem With The Stater. I Got The Impression The Guy Might Be Trying To Milk Me And That He Already Knows What The Problem Is. Has Anyone Had Similar Symptoms With There Evinrude And If So What Could It Be?

begin at the beginning, order a service manual, outboardbooks.com, or ebay. spend the money and get the original reprint, of the evinrude manual.
check compression, and spark, on all 3, cylinders, what do the plugs look like?

Do an advanced search on Ebay and you should be able to find a model and year specific OMC manual for your motor, I got one for $35, worth many times the cost.
They cost less but stay away from the manuals that cover 100 different motors.
It could be something as easy as a dirty carb, like TD said start at the start with a compression check and go from there, 100 or more is good, all 3 within 10%.
Always do the free stuff first.
