1991 Force 120HP tilt/trim help

Hello,
Just picked up a new to me 1991 Procraft 180 Fish and Ski boat with a 1991 Force outboard (1208F91C model)
I am working on getting the motor going (It has sat for 2 years, so cleaning carbs, pumping out old fuel etc.)

In the meantime, working on a few other minor annoyances.
the Tilt/Trim switch on the throttle handle works but the "up" only works partly. The motor will lower with no issues and goes into trim mode once reaching the bottom. I guess that is how it is supposed to behave, my only other boat with power tilt was an inboard and it only really did up and down. Anyway, the motor will not raise from the lowered position. If I run the "up" for a little while, I can manually raise the motor and it holds in place. I can then lower it a little and the "up" will raise the rest of the way, but if it goes much beyond about 15 degrees above full raised the "up" does not lift it. I read a post about adding fluid, so I purchased some tilt/trim fluid at Walmart and added to the reservoir by removing the hand nut on the side and squirting it in. Added enough that it was flowing out. I cycled it up and down as best I could but still having no luck with the "up"

You add fluid when the T@T is in the down position.
Adding while up, can cause lots of damage.
HOW?? did you add fluid?

Only going up partially? You might need to clean the pump???
Or maybe clean the electric motor??

The hyd. pump: you can not repair the pump.
IF??? you attempt to do anything to the pump you can destroy it beyond repair. Now if you own a hyd. pump repair shop?? you MIGHT??? be able to do some repairs, MAYBE???
If you take it apart you might not get it back together.
