1991 60hp Tracker Evinrude

Buddy just called with a problem with his Tracker. It's been sitting for the last 2 seasons so he took it in to be checked and prep'd to use, runs great except one problem. It starts great, runs good but after shutting it down for a while to fish a spot it will not start back up even with a firm primer bulb unless he trims it up to about a 45 degree angle. I figure maybe if he stored the motor trimmed up he still has a bunch of slime and maybe varnish in the fuel system, I suggested change the fuel filter again and run Seafoam through a tank. Any other reason this would happen???

Most likely scenario, the carbs are leaking fuel into the cylinders when he shuts it down. Either new float valves (needles and seats), or the primer system is leaky.

"he took it in to be checked and prep'd to use" -- I would have expected "prepping" to include a carb rebuild.

Yes, raw fuel is passing into the crankcase. Great for lube but it is flooding the cylinders. Clean the carbs and replace the needles if necessary. Be sure to reset the floats per spec.
