1990 Johnson 90hp J90TLESB starting problems..HELP!!!!

Help me please!!!!!!....Background...Running WOT pulling a kid on tube...lose power down to idle but does not die...back off throttle for 10 seconds then give a little throttle...motor powers up slightly then bleeds off again to idle....shut it after that and it will not start again....doing some trouble shooting and noticed water in the fuel...I manually mix the fuel...now over a year later have never gotten it fixed and trying to get it running....put new plugs in today and fresh fuel from a portable gas tank instead of old gas in boat tanks.....tried starting and she showed signs of life by firing ever so slightly....used some starter fluid but it did nothing.....on a couple of attempts she actually fired for 3 seconds or so then died.... she would not power up when trying to give it throttle during those short seconds....lots of blueish white exhaust...finally gave up......ideas please

Water in the fuel will coat everything inside the powerhead. Including bearings, crank surfaces, cyl walls. Left for a year, you could have a lot of rusty parts on your hands. First thing is to take a compression reading at normal cranking rpm's. That will tell you whether you want to put any $ into further repairs. If the compression is solid, fuel the carbs, crank the engine and check for spark on each plug. See what you get after these procedures first.
