When it’s idling it seems to be fine. Get it up to about 3000 rpm’s, the has a slight skip.
When I turn the engine off, the fuel drains out of the fuel filter within a few seconds. Is that normal?

No.

What kind of filter?

Only metal filters allowed. If the filter breaks, you explode

If there is a fire, the filter goes first and you explode

I don't remember that happening on my motor. I don't think fuel should be able to go backwards to the fuel tank (or wherever it's going, into the crankcase?). I'd be looking at the fuel pump or the primer bulb.

I have a new fuel pump on its way!
But I rebuilt mine, and there is nothing to it. So I’m not sure a new fuel pump is going to be any better?
Thoughts on an electronic fuel pump?

I also have a 1999 Kawasaki jetski STX 1100 .
Doesn’t idle well and stalls most of the time when you go to take off! I pull the choke a little and it takes off better! Ski runs awesome besides that. Feel like the carburetors need an adjustment and it would be perfect? Not sure how to adjust?
any ideas?

No. How do you shut off the fuel flow when the engine quits.

That is the inherent safety with the existing fuel pump

No cylinder pulses, no fuel pumping

I pump the primer ball and it fills the fuel filter, then it drains back down sometimes immediately? Sometimes it holds it for a while. I mixed some gas and ran a line into a 5 gallon can of gas to eliminate fuel tank connection issues and venting issues😡
Almost ready to give up!

There are only three places I could think of for the fuel to go.

1) Your fuel pump has a diaphragm between the crankcase and the fuel line. If it gets a hole in it, fuel can drain into the crankcase.

2) If the check valves in the primer bulb are bad, fuel can drain back into the fuel tank.

3) A leak in the fuel line allows the fuel to drain into the OB lower cowling. I expect that you would be able to detect this, however.
