1989 Evinrude part...what is it?

I am disconnecting my VRO and replacing all the rubber lines. One fuel line and 2 vacuum lines run to a type of solenoid. what is it? and what direction should the orange switch be set to?

Primer solenoid by the sounds of it, looks like this?

Switch is set right in the pic, rotating it would be for manual starting.
