1989 evinrude 50 hp tilt trim

I recently checked and added fluid to my tilt trim and now it won’t raise the engine. It will go down, and when it is unbolted from the hull with no weight on it it goes up and down fine. I’ve tried working it up and down and checked and rechecked fluid. Not sure what could be going on

Inspect manual valve. Make sure it is seated.

I turned it to release, then tightened again to be sure, didn’t help
