1989 90hp Mercury igniton coils

I just replaced my ignition coils, my question is the coils came with a second metal/magnet like cylinder, is this a backup part for the one already in the coil or does it need to be installed before placing new coil on engine, also my old coils looks to be sealed with a resin...do i need to seal the coils ....

coils are already sealed the metal magnet yes use
