1989 40 hp Evinrude not charging

OK still can't get this thing charging. Replaced the rectifier and stator assembly.... any other ideas. Any advice will be greatly appreciated.

Also when I turn off my key the motor does not shut off...i have to ground the black/ yellow wire... Anyone know why?

My VRO is unplugged,the three wires and the light brown wire if that helps any.

Most likely the rectifier and stator were OK, but you already know that. I would very carefully check the wiring. BTW, the key sw should ground the yellow black when 'off'.
