1989 200 hp trim will not go down

My 1889 200 hp trim will work going up but will not go down. Is there a manual relase? I have read about relays on other posts, Where are they and could I just swap the up and the down relay to see if it is the relay that is giving me problems. Please be as detailed as possable as I'm not too familar with engines. Thank you for any and all help!

Sharrock you you should have a black box like my 89 model does on back of motor at top in between spark plugs that has a covet that will snap off and relays are right there swap and try to lower if that works off to the dealer you go for another one good luck hope that fixes it I replaced my raise side on mine last year.
