1989 200 hp johnson hard starting

I have twin 200 hp johnsons,1989models. one motor refuses to start when cold, you push the key in for choke, but this seems to flood it.
while other motor is running I put the non running motor in gear and after 30 to 60 seconds it starts. when warm both motors start easily.
they both run great. any suggestions. thanks in advance.

Pull a primer line or two off of the primer solenoid, have somebody crank the mtr over with the key pushed in and see if the primer is peaing or not. Another way to check is when the mtr is running and warmed up is to push the key in and see if the mtr wants to load up.

thanks, I've always been an inboard guy, except for small outboards. In warm weather the motor starts, even when cold.
Is the primer solonoid of more use in colder weather?

Normally you use them in any kind of weather even in sw Fl.
