Could be. I had this issue on my 1972 Evinrude 25hp. I had rebuilt the carb with all new needle, seat, float, core plugs, gaskets,etc. I was stumped. Replaced the fuel pump and still had the same issue. No restrictions or any other obvious signs of failure.
So, I took the carb apart, again. Just for giggles I slowly turned it upright (orientation of it sitting on the motor, only with the bowl off) and noticed that the float didn't drop all the way. The needle was sticking. The rubber on the tip had dried up and was sticking closed. Now, your motor should have more than 1 carb on it, I'm guessing, so I'm less likely to think its the same thing. Fuel pump could be the culprit though.
