Yah you have a big problem there. That is supposed to be down tight with a bead of Locktite 515 sealantaround the flang face and bolt holes. You need to pop off the the fly wheel, stator, and trigger. Get at the flange and clean everything up. While you are at it you should replace the seal in that piece and check the crank for wear. Then bolt everthing down and then reassemble. You will also want to replace the o-rings on the outside of the flange. You will see them when you take it off.
If you don't the top cylinder is going to run lean and you will destroy your block.
