I have picked up a new project.
1988 25HP Evinrude E25RCCA
The guy I bought it from said he cleaned carb, fuel pump replaced, and new water pump.
This is pull start. I pull it and get nothing. On 3rd or so pull it backfires and seems a bit harder to pull but still no start tho.
I saw the link and sync was way off. I adjusted that, I am not too familiar with this year. I adjusted according to a older model. Lowest throttle position, got the cam roller set right before the 2 marks on armature plate. Turn throttle and cam hits and starts to open carb right in the middle of the marks. Test and still no start.
I read a thread from racerone talking about the link from the carb to back of motor and this collar needs to be set correctly. I am unsure of where it should be and bet guy adjusted this.
Attached are pics. Let me know if I need better pics. Thanks for any advice.

easy old carb style...

suggest you clean yourself.

check the idle channel to the top needle ... open it ccw .5 turn retry
blow some fuel mix in the carb see what happens
make certain you have sparks on plugs
seems to have an electric primer... make certain it works ( at least click)
E25RCCA is it strickly manual ? check manual primer if no electric primer

This, while for an older engine still applies when checking/adjusting the Fuel Saver Linkage

I was suspect of the flywheel key as well. Got a prob tho. Hit it with my impact wrench and nothing. Nut is not budging. Soaked for 24 hrs in pb blaster and still not moving. Gonna try a friend's impact wrench that's a bit better than mine. Mine is old, still works but may not be powerful enough. I'll try some other suggestions first just to see. I appreciate the help big time!!! You guys are always soo awesome.

Seems you never checked the ignition coil to power pack connections. Swap plug wires to check as Mr Racer has suggested.
