1987 Force 50 HP lower unit clutch.

I am working on re-building my lower unit on my force. I was wondering how hard it should be to push and pull the tab at the end to take it in and out of reverse? I am having a hell of a time getting that to move and it just seems to me that it should flow freely back and forth.
Also the forward gear teeth each have little wear dents in them, doesn't look like much. Should I replace it?
