1987 25hp Johnson, Idle issues

This is a 1987 25hp outboard with electric start
serial# J25ECUA

I purchased this boat about a month ago and since then took it to a mechanic who replaced the spark plugs, cleaned the carb, replaced impeller/serviced lower unit... due to issues I replaced the fuel pump.

Since then I still have issues. On land with bunny ears she starts within a second and idles beautifully 100% of the time even from a very cold start.

In the water it takes 5-10 seconds for the engine to turn over and it sounds like it wants to die immediately as it's weak and sputtery. Turning up the choke on the console unit all the way is the only way to get it going. It's a bit of a safety issue as you have to slam the choke down and throw down the throttle hard to give it life. Most times I die after untying from dock and attempting to do this.... although with a few repetitions of choking hard/slamming off choke/shoving throttle forward... it runs well. At medium/high gear and RPM the motor runs beautifully. This last outing was the first time it died while at medium RPM. My buddy was a little nervous so naturally I told him "it dies at idle but never at power." Within 10 seconds Murphy's Law set in and it went from high RPMs to dead... that was the only time it's ever done that on 5 trips with the boat... and it only did it those two times while on the water.

After every time I anchor it's the same thing, often difficult to start. Although this last outting there were a few times while on the water that the engine started on low choke and when I immediately put down the choke and had it just in neutral, it idled just fine. There didn't seem to be any rhyme or reason as to why sometimes it wanted to die in neutral/idle and other times it was strong (time spent anchored didn't seem to matter).
