1986 evinrude 150 bogging and idleing rough.

I put the boat in on friday, it ran great on muffs,took it out on sat for a short run,all was good, took it out on sun ran it a little harder and when I backed off the throttle I could hear the engine was bogging every once in a while, like it was choking.I backed off a little more and could tell it was running rough so I took it back to the marina, if I tried giving it gas it just wouldn't get going.
I had just changed the fuel water separator, changed the plugs from ul77v to jc4 gapped at .30 in.,put 10 gals fresh gas/oil,always mix decarb since the engine was rebuilt in 2001,also add stabil ethanol treatment.I pulled the plugs some 2 were dryish, 1 had black dry crud allover and the others looked normal.I did a compression test and all cyls were @90-94.
I was told maybe it's the carbs slimed over with water,and to drain the carbs.After doing this what should I do?, what am I looking for?.I read about adding seafoam to the gas tank, but it seems debatable.
I'm going out to buy a new fuel filter, and gas lines and will replace them also.
Any other advice?

Well I went out and bought 5/16 ob fuel line and inline filter.I drained the carbs,found nothing unusual,replaced all the hoses with the exception of the ones I'd have to remove the carbs to get to, and replaced the fuel filter.The original filter had a lot of grainy stuff in there.I pumped some of the gas into a container with primer bulb and saw no water, but tomorrow I will replace the 3/8 hose from bulb to fuel water separator, and from the separator to engine.
I ran the engine and it seems to be running good, i checked the plugs and they all have oil residue on them.I guess the real test will be on the water.
While at the evinrude dealer I asked if they had any spray type carb cleaner for outboard engines and he had recommended CRC Marine carburetor cleaner,or Mercury power tune(which seems to be a decarb). I bought the CRC but didn't use it yet.Is this safe for a 2 stroke?.Should I also buy some sea foam for the fuel?.
