Only way to tell for sure is a core sample. 1/4 drill bit dont go all the way through, drill along the bottom of the stringers and transom. Inspect the shavings and if it looks like dry wood fill holes with PB. If it is wet or complete mush fire up the saws and replace.

The one picture which was pointed out is showing rot in the stringer and bulkhead.

From the photo that was pointed out, there's definitely rot, I'm not arguing that. However, you're looking at the bulk head / wall on top of the fuel tank, not the stringer. This wasn't fiberglassed in like the actual stringers in the hull, on the lower side of the fuel tank, as well as the other stringers I've been looking at.

Rot starts from the bottom up. So be prepared for some work.

Banging/knocking/tapping on the structures is meaningless. You really need to drill. I hope you find light, dry shavings, but don't be surprised if they are dark and/or wet. Many of us have been there...
