1985 force 125 wont turn over

my outboard will not turn over and she has a brand new battery im jus wondering what can i do to test the problem so i can repair it on my own

Remove the plugs and try to turn it over.If it turns over do a compression test.Will it trurn over by hand?
Then pull the drain plug and check for metal shavings in the oil.

What, exactly, does not turning over mean? What happens instead?
