1985 Evinrude 15 HP trouble starting

Hi,
I recently bought 1985 Evinrude 15 hp and im having trouble getting it to start. It has spark and compression on both plugs and cylinders. The fuel pump works when being pulled started and there is fuel in the carb bowl and the float and needle are good. When trying to be started the spark plugs stay dry which makes me assume fuel isn't getting out of the carb but I put my hand on the air filter port and felt it suck in and saw fuel come out. I have cleaned the carb multiple times and reassembled it. I hear it pop when I spray started fluid into it but without it there is nothing. I'm assuming gas is not getting to the spark plugs which makes me think it is a carb problem but everything in the carb looks good and the gaskets are good. Any help would be appreciated, thank you.

Don’t used starter fluid on a 2 stroke.
Try squirting fuel oil mix into the carb while pulling it over. And see if it will fire.
Report back.

Check the flywheel key.----A 1985 model has a choke.----Look and see if choke plate is actually closing.----Or put 6 drops of fuel in each sparkplug hole .---Install plugs.----Pull recoil 10 times.----Report what happens.

I would say you have no spark or spark at the wrong time.----Tried switching plug wires ?

Try squirting fuel oil mix into the carb while pulling it over. And see if it will fire.
Report back.
I tried this as well, it made promising sounds but didn’t fire up. Fuel is definitely getting through the carb but not the the plugs

I would say you have no spark or spark at the wrong time.----Tried switching plug wires ?

image.jpgSaw spark with these but we are gonna switch them out now. The wires are not even long enough to go to the others though

He was referring to the orange wires going to the coil. Orange green lower.....orange blue going to top.

If one is wet one dry most likely coil or power pack. Switch coil and see if the problem follows.

It should have started on one though. Could be carb or fuel related

a bit wet should cause explosions on the lower cyl... recheck for good sparks and don't flood the engine with to much choking


remove plugs and ground them to the chassis.... have a buddy pull start it and check for snappy sparks.

use fresh fuel. try openning up the top IDLE adjustment screw half a turn left .. this should let more fuel enter the top idle passage essential to starting

Yeah, the carb has fuel coming out of the float bowl but the engine side of the carb is dry while the side where the air comes in we can see a small amount of fuel sit there

We got some good pulls and saw some smoke out the exhaust but that’s it really

With a bit of fuel in the cylinders it should have roared like a wild lion.----Does spark jump a gap of at least 3/8" , yes or no ?----What are the actual compression values ?

I’m not sure of the exact values but it pops my finger off pretty good, spark also looked good I don’t have any tool to measure exact values of them though

Tools are not expensive.----Spark tester is easy to make with wire , glue and cardboard.---You need to provide information.-----No one on the forum can touch your motor.
