1985 bayliner capri cuddy i/o engine mounts

I was using my boat today and it seemed to loose power and made a weird noise. I looked at the engine and noticed some rusty bolts where the engine mounts to the hull. It looks like the engine mounts directly to the hull. There are flat pieces that are molded into the engine block and that rests on the hull and looks like there should be four bolts at each mount. Only one of the mounts have screws in them the other mounts are loose or have no screws. This seems like a bad way to mount an engine. Does anyone have any input on how to repair this?
