1985 25 HP Model E25TELCOS

I am having some starter problems. I would like to know how I can test the solenoid to see if it is okay. Also, how can I determine if the starter itself is the problem? Any help is appreciated.

The "Outboard won't start" troubleshooting has procedures for troubleshooting the starter electrical system.
