My 1984 115 evinrude outboard runs fine at idle and low rpm, we checked the timing which is dead on 28 at full throttle. The full throttle is almost maxed and it will open all the way up, the cam goes to full open when at full throttle too. Every time I go to give it full throttle it hardly goes at all, maybe 8-10 mph. Is there anything else that would be causing this??

Make sure your fuel lines to the carbs aren't leaking. Possible lack of fuel. Possible water in fuel. Also make sure all plugs/cylinders are firing.

As Longline mentioned, the engine may not be firing on all 4 cyls. An inductive timing light will help by showing the spark quality on each plugwire while the engine idles on the trailer. Make sure the engine is fully warmed up before testing. When running on the trailer, the engine will seem to be running just fine, when it's only on 2 or 3 cyls.
